The Makerere University School of Public Health Monitoring and Evaluation Technical Support (MakSPH-METS) Program is a five-year (2020-2025) CDC-funded Cooperative Agreement. The MakSPH-METS program emerged out of the growing recognition of the importance of evidence-based decision making for an AIDS Free Generation in Uganda. The overall purpose of the Program is to establish coordinated and effective national and district systems for the management of strategic information for a robust HIV response. We seek to recruit a dynamic, competent and experienced candidate to fill the following position:

POSITION SUMMARY

JOB TITLE: Quality Improvement (QI) Advisor (1)

 

Reports to:       Senior Technical Officer – Health Systems Strengthening 

The job holder will work closely with the MoH SCAPP department and partner QI advisors in the set-up, testing and implementation of QI initiatives. They will be responsible for facilitating synthesis and documentation of innovations and supporting teams to implement interventions to scale.

Duties and Responsibilities

  1. Develop and implement QI work plans to address priority quality gaps and provide a strategy for national level scale up.
  2. Develop, test and support the roll out of QI tools through the Ministry of Health structures.
  3. Build the capacity of the IPs, regional, district QI teams to use the QI approach to improve the quality of care.
  4. Work with regional referral hospitals to set up functional CQI structures and support CQI officers in the RRH to institutionalize and support QI in departments and catchment districts.
  5. Coordinate and liaise with the relevant Ministry of Health departments to implement QI interventions for the MoH priority areas.
  6. Evaluate and modify QI strategies in line with the program work plan.
  7. Facilitate peer-to-peer learning sessions, synthesize and document emerging changes.
  8. Document best practices in form of case studies, success stories, abstracts, video clips in addition to the routine monthly updates, quarterly and annual reports.
  9. Guide and facilitate the use of data to improve process and outcome indicators of interest
  10. Support the functionalisation and utilisation of the National QI database
  11. In collaboration with the M&E team, review and manage data from the health facility/community teams and provide just in-time feedback to maintain valid and up-to-date data in the QI database.
  12. Undertake such other tasks within the scope of the role as directed by management from time to time.

Qualifications and Experience:

  • Bachelor’s degree in Public Health or its equivalent, or any other health-related field
  • Adequate knowledge and at least 5 years’ proven experience of quality improvement

Required Knowledge, Skills and Abilities:

  • Advanced degree in Public Health is an added advantage
  • Experience working with PEPFAR supported HIV care and treatment programs
  • Knowledge and experience of public health systems in Uganda
  • Demonstratable mentorship and facilitation skills; ability to develop and utilize QI tools and to transfer QI skills/ competencies
  • Minimum knowledge of Microsoft Office package (Word, Excel minimum) and the Internet; experiences in conducting training; good written and oral communication skills
  • Ability to collect, analyze quantitative and qualitative data, evaluate quality data, and present findings in clear and effective formats
  • Familiarity with basic communication technology to manage virtual meetings
