Background

Systematic analysis and review of available data at regular intervals is an essential part of the program performance evaluation and management cycle. It provides an opportunity for program managers at all levels to pause and verify that the program is running as originally planned, assess performance, identify strengths and weaknesses, gaps and priorities, and adjust the program accordingly.

Makerere University School of Public Health (MakSPH) in partnership with 11 universities (University of Nairobi, Muhimbili University, Agostinho Neto University, University of Eswatini, National University of Lesotho, Eduardo Mondlane University, University of Antananarivo, Kinshasa School of Public Health, University of Malawi, University of Zambia and University of Zimbabwe) and Ministries of Health in Eastern and Southern Africa, provides technical support for analytical capacity and data use in Tuberculosis, HIV and Malaria. The implementation approach of the Partnership to Enhance Technical Support for Analytical capacity and Data use in Eastern & Southern Africa (PERSuADE) is to work with a local University within each country that leads in-country support for the Ministry of Health (MoH) in enhancing analytical capacity and data use of routinely collected data. The University of Juba and the South Sudan Ministry of Health shall soon join the consortium.

The PERSUADE II meeting is sponsored by the Global Fund to fight AIDS, TB and Malaria.

Specific objectives

  1. To share the successes and challenges in the implementation of the PERSuADE initiative and foster improvements in implementation and impact of the initiative. This will be done through plenary presentations and panel discussions on key topical issues relevant to successful implementation of PERSuADE activities and translation of lessons learnt. Topical issues may include; Capacity Building, Institutionalization, Linkage with program reviews, Collaboration between University and MoH etc.
  2. To facilitate peer learning, through poster presentations (at least one or two posters of the analytical outputs in each country, findings, and actions taken by stakeholders based on the findings). Each country will share progress on implementation and analytical outputs. Each team will get feedback from PERSuADE Secretariat, other countries and the Global Fund.
  3. Learn how to monitor data use and institutionalization. ​​​​​Specifically,
    • To present county experiences of any data-driven operational or strategic decisions that have been made in recent months
    • To provide examples to show how institutionalization is being supported and monitored.
  4. Provide one-on-one support to countries as necessary.
